Background

UbuntuNet Alliance is the regional research and education networking organisation for Eastern and Southern Africa.It builds and operates UbuntuNet, the regional high speed Internet backbone network for Eastern and Southern Africa.  UbuntuNet Alliance is registered in Malawi as a not-for-profit association of National Research and Education Networks (NRENs) in Africa with the aim of providing a secure data communications network that supports research, teaching and learning in the region.   Membership of the Alliance includes NRENs of the following countries: Burundi, DRC, Ethiopia, Kenya, Madagascar, Malawi, Mozambique, Namibia, Rwanda, Somalia, South Africa, Sudan, Tanzania, Uganda, Zambia and Zimbwabwe. The member NRENs work together in promoting internetworking for the purposes of research, education and innovation, but also welcomes not-for-profit transnational research and education organisations.  UbuntuNet Alliance has its headquarters in Lilongwe, Malawi while the Network Operations Centre is located in Kampala.

The Alliance is seeking to engage the services of suitably qualified candidates to fill the following positions tenable at Lilongwe and Kampala offices:

1.         Executive Assistant to the CEO – Lilongwe, Head Office 

The Executive Assistant will be responsible for managing the day to day operational and administrative activities of the office of the CEO by organizing the flow of work, prioritising incoming request, maintaining his agenda, paper work and control system and following-up to enquire timely response. 

Major Duties and Responsibilities: 

The Executive Assistant to the CEO will: 

  • Assist in implementing administrative systems, procedures, and policies, and monitoring administrative projects.
  • Provide general administrative and clerical support including filing (electronic and hard copy), mailing, scanning, faxing and copying.
  • Manage the diary of the CEO and providing administrative and logistical support to the CEO.
  • Track and submit reports and supporting documents of all expenses in the Office of the CEO.
  • Assist the CEO in the organisation and servicing of statutory meetings and major events.
  • Provide custody of the Alliance’s classified documents (staff files, MoUs, etc.).
  • Assist in conducting desktop studies and preparation of documents, including reports, drafts, memos and emails.
  • Answers and screens telephone calls, provide routines/general information on Organization.
  • Schedule and coordinate meetings, appointments and travel arrangements for the CEO and all staff and protocol arrangement for the CEO’s guests.
  • Maintain database of contacts and key stakeholders.
  • Maintain office supplies inventory by checking stock to determine inventory level, anticipating needed supplies, placing and expediting orders for supplies, verifying receipt of supplies.
  • Serving as a member of the UbuntuNet Alliance team and performing other related duties as administrative assistant of the secretariat as may be required from time to time.

Qualifications and Personal Attribute

The person must possess the following qualifications and personal attributes:

  • At least a Diploma in Business Management/Administration.
  • Bilingual (English/French) or ability to work with the French language will be a considerable advantage.
  • A minimum of 5 years of proven administrative or assistant experience.
  • Knowledge of office management systems and procedures.
  • Excellent time management skills and ability to multi-task and prioritise work.
  • Attention to detail and problem solving skills.
  • Excellent written and verbal communication skills.
  • Strong organisational and planning skills.
  • Proficiency in MS Office Applications.
  • Ability to work under pressure and in a fast-paced environment 

2.         Accountant – Lilongwe, Head Office

Reporting to the Finance and Administration Manager, the Accountant shall be responsible for 

Maintaining financial accounts of the Alliance and ensuring primary compliance with all standards, best practice and statutory obligations.

Major Duties and Responsibilities

  • Handling primary processing of all receipts and payments; and ensuring that all accounting records are properly maintained.
  • Preparing financial statements and other financial reports as required.
  • Ensuring compliance with tax, all other statutory requirements, accounting standards and practices.
  • Preparing, monitoring, analysing budgets and preparing periodic reports that compare budgeted with actual expenditures.
  • Advising and monitoring the movement of funds between FCDAs and local bank accounts;
  • Procuring office equipment and consumables.
  • Serving as a member of the UbuntuNet Alliance team and performing any other relevant duties as may be required.

Qualifications and Personal Attribute

The person must possess the following qualifications and personal attributes:

  • Minimum of a Bachelors Degree in Accounting or Financial Management or Business Administration from a recognized institution, those with ACCA/ICAM professional certification or studying towards obtaining the certification will have an added advantage.
  • At least a minimum of 3 years of progressively responsible experience in providing financial accounting, financial auditing and reporting.  
  • Excellent verbal and written communication abilities and strong inter-personal skills.
  • Demonstrated sound judgment, statistical knowledge, analytical mind, attention to detail and integrity.
  • High level knowledge of internet-based accounting packages, Microsoft office (particularly Word and Excel), experience of maintaining spreadsheets.

3.         Network Operations Centre (NOC) Engineer, Kampala Office

The NOC Engineer, reporting to the Technical Manager, will provide support in the day-to-day management of the network. 

Major Duties and Responsibilities

  • Direct liaison with the Network Operator in day-to-day operations of the UbuntuNet network.
  • Direct liaison with member NREN Chief Technical Officers (CTOs) in the development and review of network operations.
  • Scheduling planned maintenance activities in liaison with the Network Operator.
  • Proactive monitoring of service levels and security to ensure service level agreements (SLAs) are met.
  • Ensuring compliance with the UbuntuNet Acceptable Use Policy (AUP).
  • Design, implementation and management of new networks and services.
  • Working with contractors in the field in rolling out networks and services.
  • Provision of direct support as required in all activities of the Technical Manager.

Qualifications and Personal Attribute

The Network Engineer will be a person having any of the following degrees or equivalent from a recognized university:

  • Electrical Engineering
  • Electronics Engineering
  • Telecommunications

In addition, the person will either be registered or eligible for registration as a professional engineer.  The person must also have at least 6 years of experience as a network engineer or administrator, 4 of which must be in management of large carrier class IP networks. He/she should, in addition, have the following attributes:

  • Advanced knowledge of Internet routing protocols
  • Good knowledge of the design, installation and operation of large IP networks
  • Exposure to Juniper and Cisco Network equipment 
  • Advanced understanding of Cisco Internetworking Operating System (IOS and IOS-XR); should be able to configure Cisco routers and switches, and firewalls
  • Advanced understanding of Juniper Network Operating System (JUNOS); should be able to configure Juniper routers and switches
  • Advanced understanding of Linux/Unix Operating System 
  • Ability to manage and supervise contractors in network rollout
  • Good inter-personal skills
  • Excellent oral and written communication skills in English
  • Output-oriented work habits
  • Initiative and innovation

4.         DevOps Engineer, Lilongwe or Kampala Office

Reporting to the Service Portfolio Manager, the Dev/Ops Engineer will provide support in the day-to-day management and oversee all aspects of development and packaging of value added services for offering to NRENs.

Major Duties and Responsibilities

The person must possess the following qualifications and personal attributes:

  • Develop and operate relevant e-infrastructure services – as well as assist member NRENs in running these services themselves – for research and education.
  • Research and define requirements for services demanded by the research and education community.
  • Assist in running the Service Desk dealing with support tickets from NRENs.
  • Monitor servers and apps, troubleshoot issues and inform users proactively about issues.
  • Make sure that proper backup and failover procedures are in place.
  • Patch and enhance OS software used by UbuntuNet Alliance and member NRENs.
  • Assist in developing and customizing applications.
  • Work on cloud-based infrastructure service offering.
  • Write and update guidelines on platform and other services for NRENs.
  • Setup and administer applications for internal use at the UbuntuNet Alliance secretariat and by external involved parties.
  • Provide technical first and second level support to the UbuntuNet Alliance staff.
  • Any other relevant duties as may be assigned from time to time

Qualifications and Personal Attributes

The person must possess the following qualifications and personal attributes:

  • A degree in Computer Science, Information Technology, Software Engineering or equivalent from a recognized university.
  • At least two years of experience in a relevant field at least covering product development and system administration 
  • Working knowledge of requirements gathering, product design and development life cycle
  • Good experience in IT project management 
  • Good inter-personal skills.
  • Excellent oral and written communication skills in English.

5.   CALL FOR PROPOSALS TO DEVELOP A MONITORING AND EVALUATION POLICY AND FRAMEWORK

The Alliance wishes to engage the services of a firm or an individual to develop a policy for institutionalising monitoring and evaluation (M&E) in the organisation, and a framework to be used in assessing and understanding the progress of project outputs and outcomes against project plans. The framework will list all the indicators for our programs, including the data source, baseline, target, how often it will be measured, and who will be responsible for measuring it.

Scope of Work

  1. Review relevant existing internal documents including annual reports, project reports;
  2. Develop a simple and clear monitoring and evaluation policy;
  3. Develop a comprehensive M&E framework.  The framework should:
    • outline performance indicators (output and outcomes) with clear definitions, milestones, data collection strategies, and frequency of collection. 
    • include methodologies for measuring the items outlined in a) above and assign responsibility
    • clearly demonstrate how the impacts outlined will be measured and evidence for the evaluations will be generated.
    • take into account the systematic disaggregation of data including by sex, disability, geographical location, etc. 
  4. Establish baseline data for all the identified indicators
  5. Develop an implementation plan for the M&E framework

Timeframe

The assignment will be undertaken within 1 month.

Skills and Qualifications

The Consultant should have the following skills and qualification:

  1. Proven experience in design and delivery of evaluation strategies and reviews of development interventions using qualitative and quantitative methods;
  2. Proven expertise and experience of designing and applying robust and appropriate performance monitoring and results frameworks (including expertise and experience in indicator development, testing and data collection/analysis);
  3. Experience in monitoring and evaluation of ICT for development and/or Telecommunications projects;
  4. Good communication skills, both orally and in writing. i)Fluency in written and spoken English
